Kitt is one of my oldest villagers that I got from the void. She moved in as my 9th on the 17th of November (town was established on the 12th) and has NEVER ASKED to leave since then.
Now, the reason I'm posting this is because all my other starters/early villagers have asked to leave at least several times already. I've been actually keeping track of their "asks" since December (this does not include the list of villagers who have already left).
Wolfgang - 7 times
Merengue - 5 times
Henry - 4 times
Tangy - 2 times
Katt - 3 times
Stinky - 2 times
Rudy - 1 time
So this just makes me wonder... will Kitt ever ask to leave?
I've read that move-outs are completely random but, in my main town, I've noticed that new villagers take longer to ask to leave whereas the old ones seem to ask to leave all the time (hint hint: Wolfgang and Merengue). Well, all the old ones BUT Kitt... which makes me wonder - is she ever going to leave?
Is the fact that I got her from the void in any way related to this?

Oh, also as a Disclaimer, I actually like kangaroos in real life. I just don't like them in-game.

I've heard that your newest villager can't ping about moving.

Have you received any villagers after her?

Maybe try either building the friendship up or torture them forever until they leave? (is torturing still an effective method to kick out or have the animals all turned masochistic?)
 
If Kitt is your tenth villager, she will not move until someone else moves out. It sucks, I know. :(
 
All the villagers can ping to leave. Her coming from the void has nothing to do with her apparent stubbornness. I have moved out plenty of villagers I got from the void.

What is your relationship with her? I know lots suggest ignoring them but I have always found that being nice to them but not going out of my way to help too much made them want to leave. Always as if they feel happy enough with your friendship that they can venture out.

Sometimes they are just a bit more stubborn.

Torturing doesn't seem to work (I've done that to Willow before and she got sick which only prolonged her stay).
I actually treat Kitt in exactly the same manner that I treat all the other villagers (which is basically nice with favours and occasional letters) and nothing... :(

The relationship is good, I'd say. I always try to do her favours and send her letters with gifts from time to time. It's honestly puzzling to me that she never asked even once considering I've had her since November.

She isn't though. She's one of my first few villagers. I wrote that in the post.
 
Perhaps try killing her with kindness? Doesn't hurt to try.

Another thing I have done.. Not sure if you TT or not.. Is to talk to everyone the same for a few days after the last request to move. Then I ignore said villager for a couple of days while happily talking to the rest. Then I would do the whole TT forward and back and look for a move out. Talk to everyone when you go forward too. It's worked on about 4 different villagers for me.

It doesn't matter which order your animals came in. They will ping to move depending on your friendship level and contents of your inventory - by this I mean if you approach a villager with an inventory full of furniture, then they are more likely to ask for a trade/donation rather than asking to leave.

I think it's once you have 9/10 villagers then any villager dependent on the noted things above will ask to move. Doesn't matter when or what order they arrived.

You heard wrong. I obtained Chevre and literally 2 days later she pinged to leave.

I actually got her from someone who was visiting my friend's town (didn't even know the person but recognised the name later).

I don't really TT in my main town because I get so many unrelated pings from villagers due to high friendship that the "moving" ping can be quite easy to miss.

Pretty sure the game decides the move-out upon loading, so if that villager pings you they'll tell you about them moving regardless of what you're carrying.

It isn't like PWPs.

Yeah, it's got nothing to do with the items. The fact that you're carrying stuff can, however, mean that another villager gets to ping you before the mover does so the mover will not be able to ping for another 5+ mins (this happens to me all the time in my main town). I sometimes have to reload the game several times because random villagers ping me before the mover gets a chance to and that delays the mover's ping.

Really what Nintendo should've done is either had

a) no pings until the mover pings you about them moving
b) mover ping overrides ping time gaps, so they'll always ping you even if someone else pinged you recently

Also, them not pinging you because they feel the need to say HEY I HAVEN'T SEEN YOU IN X TIME when you talk to them is also really dumb, considering you're standing right there and they've already decided on it anyways.

Yeah, it's really frustrating.
In my 2nd town though, I only talk to my villagers once per day and my friendship with them is relatively low so they almost always ping me about moving right away (in fact, they don't even ping for any favours).
I think Nintendo should make it easier to find the mover in any case because I'm always stressed out about missing the mover's ping - like, maybe Isabelle could tell us that some is thinking of moving before they're actually in boxes and it's too late... I dunno... anything!
 
I'm not sure if this has already been said in the thread or not, but the game decides who is moving when you load up the game.
I've tried the ignoring trick on Benedict. I introduced myself, and haven't talked to him in over a week. HE WAS MY TENTH VILLAGER AND STILL DIDNT PING. However, I think the game decided to have someone move that day. It just wasn't Benedict. It was Kyle. I think the game just decides when you start up the game that someone will move, not necessarily being a specific person. I think the game randomely chooses when a villager decides to bring up a convo saying, "SO-and-SO are moving-".

Dotn quote me on that, I may be wrong. But I think my theories are correct.

Kill with kindness.
I had Benjamin stuck in my cycling town for about a month of cycling.
I used the "ignore" method but that didn't seem to work, so I actually started to talk to him, do favors, etc.
The villagers that ping you are all random and it just takes some time and patience.
