Yeah, you probably would want to reboot your computer completely (as in, reinstalling it). If you can find an installation disc it usually has an option to restore missing computer files/repair command files. I'm thinking it could be either a hardrive screw-up or a messed up file. It could be a virus, one time I had a virus that always had the blank wallpaper on and disabled anything I downloaded.
