I've taken part in weeding day twice with no weeds each time. First time I unlocked the topiaries, and the second Leif gave me a piece of the weeding day set. So I'm not too sure where you get hybrid flower bags from... :\

Okay, the way to obtain hybrid bags is when Leif approaches you when you have too many weeds in your town. (50+, any day) Then he'll make you play a minigame to get rid of the weeds. Get all of the weeds then he'll give you a hybrid bag.
