I don't remember him doing that, so I can't really answer that. I just remember wanting to open my gates and he dictated a novel about how he really wanted me to have the train station remodeled.

Oh this just happened to me!
When you talk to him he'll talk about how the train station committee thing is not funding anymore so he will ask you if you could donate to it
So basically if you get a different dialogue then you know you hit 100 visits
