I was island hopping on my secondary town and I found him again!! On my second ticket! I'm in shock, how?!

Just the way the RNG is I guess. I found Kidd the goat twice in one night, with only one villager in between. I encountered another animal two days in a row

I wonder if the 1st one you took is not glitched and the game does not recognize him as already being on your Island..

I actually found Raymond 3 times. Initially on my campsite that I had to work for (who I eventually moved to my main), then a second Raymond as my 3rd camper when campsite resetting for snooty villagers and then found him again on the mystery island after less than 50 tickets. Of course, I had to move the previous version of him to be able to get another or make him appear again. That's one of the advantages of having a secondary island.
