1. Wade in water on a sunny clear day without any facial accessories or headgear. If it's cloudy, I go to the island.
2. Wait 15 minutes or more.
3. Time travel to next day and repeat.

I've noticed no change in my skin colour, and I don't understand why.

April 9 is not part of tanning season. Tanning season runs from mid-July to mid-September.
 
You don't have to be in the water to tan so long as it's tanning season. You can go to the island and literally just make your person sit outside when it's sunny like leave your ds open and go make a sandwich or something and they will tan. Tanning doesn't start until July though in your town, but you can tan all year long on the island. Also the best time of day to tan is around 3PM

During the summer, (the second half of July–September) it is possible to get a tan, as real humans would. In order to do this, the player must stand in the sun long enough (note that there must be a clear sky outside and it must be during daytime), the player's skin will go up through levels. There are five different levels, each one having a darker hue than the other. Unlike the older games, City Folk and Wild World, you start to notice the tan right away, but you can only achieve 1 level per day.

The player can also get a tan anytime in the year, as long as they visit Tortimer Island in the morning. The only thing that stops a tan from appearing is an umbrella.

Does your DS really have to remain open? Or I can park myself at the island and close it?
 
Okay, I finally got a tan! Now I just need to TT again and again by a day whilst tanning some more to get back to the 3rd... Thanks guys!

stay outside for hours

yes, this works...

I have an outdoor chair I put my character in when not playing (best between 12 and 4pm)... nearly went black in a few days... :-)

no flowers, no hats, no umbrella's, wear shorts or a skirt and a tank (not a shirt)

oh and TT ruins it :-)
