She just up and left Moriyo. Granted I didn't play everyday, but the animals never told me and she never pinged me. I turned Streetpass back on for my other system, so with any luck I'll do a Steetpass neighbor swap; Drift who lived in Secret will come to Moriyo and Phoebe will come to Secret. Both towns now have 9 villagers, so now the only to thing I can do is wait and TT for her to hopefully show up. The towns haven't Steetpasses each other yet. I went over to Secret to pick up some bells too.

My question is, do I have to do the 16 villager cycle for an animal that already lived in my town? I'm pretty sure I don't, cause I've done it with Bruce and only 2 or 3 animals moved out after him, then I adopted him again.

Whyeee Phoebe? Why not Colton?
 
I'm not entirely sure how it works, but I think you will need to do the 16 villager cycle if you want that specific Phoebe back. Amiibo or adoption from another village can ignore the 16 villager cycle. I think.
 
I think if you adopt from another village then the 16 cycle applies. I know amiibo will over ride this, but I don't have her card. Plus it would be hard to find online. But if I can't manage to get her in any of my other towns, the card would def have to become an option. Then while I'm at it I mind as well buy cards for my other dreamies.

Dammit! Muffy from Luminosa moved in Secret, making Secret full. Now I have to try to get Phoebe to move in Luminosa. If this doesn't work then Treehut would be my last option, but I'm pretty sure that town is full.
 
I've been told you do indeed need to go through 16 villagers.. That's what I'm doing for Marina, as unfortunately she moved into a really bad spot. She's now staying at a friend's town until I can get her back.
 
Damn, that's going to be so hard in Moriyo, most of the villagers are staying. Buut, I wonder, if I cycle amiibo villagers, would that count? Probably not.

Plus I'm havin such a hard time getting Phoebe Streetpassed in Luminosa, it's been 4 days in game and no one has moved in, yet I have 8 villagers. I've already had Kasumi come over then Marisol come over. I already turned back on Streetpass for both systems, but they aren't tagging each other so far.
 
Update: I managed to get Phoebe to move in Luminosa as plan B. Plan A didn't work. I've been asking around and it seems I'm going to have to do the 16 villager cycle, which is gonna be such a pain for Moriyo amd I don't think amiibo villagers count. At the end of the day, I guess it is my fault for not talking to my villagers more often, so I just have to deal with it. I got her back, so from now on I need to TT back and talk to my villagers more often.

What I did was re activate Streetpass for both systems. From there I had Kasumi from Moriyo come to Luminosa, like she was 'bringing the essence' of Phoebe. I changed the day, still no plot. So I then had Marisol from Luminosa come over to Moriyo. I stayed in the town a bit longer then left changing the day. Still no plot. I then read that a system will not Streetpass the same system within an 8 hour time span. Thinking re activating streetpass needed to take some time to 'reset', I turned off both systems then let them sit for hours without play. Later I turned them both on, loaded both towns at the same time, and got Streetpass. The day I loaded Luminosa on, her plot wasn't there. So I changed the day, and now she's finally back.

After I had traveled to Moriyo as Marisol, I TT'd alot, atleast 3 days, possibly 4. I also had 8 animals, so technically an animal should have moved in that time. Maybe Phone was just in a late limbo? Muffy did JUST move out. Knowing random animals won't move in the very day the other animal has left, my game probably registered it as 3 days after, even thou I had traveled 4 days.
 
I'm so sorry you lost Phoebe, but at least you were finally able to pick her up in your other town. I thought I'd heard that Amiibo villagers did count towards the 16 villager cycle, but I can't confirm this as I've never done it myself.
 
I don?t know how any of that works, but I?d be so sad if that happened to me.
If my dearest Genji ever up and left... I don?t know what I?d do with myself :c
 
I didn't talk to her recently with either Kasumi (who lives there) nor did any other of my mayors talk to her. I was keeping the towns separate as much as I could in order to not get the ones who moved out. But, I should probably just leave Streetpass one now and just deal if it happens. They'll leave eventually, they always do.

I know 16 cycle still applies after WA, but I'm not trying to get a different Phoebe, it's the same one. A long time ago before the WA update, Bruce used to live in New Town. He moved out then went to my sisters town since we Streetpassed each other. After a while he moved out of there, so I went over to talk to him in boxes. He agreed to move back in New Town, and I'm pretty sure I didn't go throu 16 villagers, 2 possibly 3 had moved out in his absence, cause the town was largely the same when he came back.

that's probably why she never pinged you about moving then. you needed to talk to her to get her "hey, I haven't talked to you in a while" speech first. always talk to any villagers you want to keep tabs on at least once every couple of days (unless welcome amiibo fixed that, I honestly don't remember)

also, I'm fairly positive the 16 villager cycle even applies to getting the exact same villager back
