I was inviting my friend over via local to collect seven 99k bell bags from me (it was her birthday and we're nerds) and some D-BAG comes over and takes them! I didn't even KNOW this guy! So mad rn

Its possible but they have to be very close to you (I think within 100 feet) - next time when you play locally, once your visitor arrives, go into the station & speak to Porter, you can close the gate with a local visitor in your town.
I always do this if I connect between my own games.
Given its happened once, this interloper is likely to look to see if your gates are open locally again.
Edit: if he does enter again, I'm not sure there is much you can do apart from powering off as its not over wifi.

I was doing a trade last week with someone from here and we dropped things next to each other. A random chick came in, ran over, and picked up a horoscope item and a carnation. I never added her or even knew who she was and she didn't talk so I just pulled the wifi

Turn your console off, I believe that doesn't save anything instead of using the wifi switch.

Like everyone has been saying, flick the wifi switch.
Also what helps is after you do a trade/transaction with someone that your not familiar with make sure to delete them off your friend list after the trade, that way you don't have the bother of them stopping by at random times.
