Well, the way you're doing it is fine, but if you set them up diagonally like the other person suggested, there's more contact between the flowers, your chances are better.
When I started I had a small area I used just for breeding, so if it looked kind of dumb or whatever, it didn't bother me, because it was temporary. Maybe if you think of it that way, it won't bother you that it looks messy for a bit.
If you get your hands on fertilizer also (trade online if you don't have the emporium yet), you can increase your chances by burying it next to them or in the middle of them. And you probably already know, but you have to water them everyday too. Beautiful town ordinance helps a lot too.
The checkboard pattern doesn't look as nice but it worked for me.
The only time I changed it was for getting the maybe hybrid red roses.
Planted 2 purple rose together. Left a space and than planted two orange rose under the purple rose.
Kept planting them and than looked in the empty spot of a red rose. Moved those in a checkboard pattern.
