HRA guide help

Hiya guys, I need some help with a guide.

Can anyone explain to me how the HRA works, for example, how often a new theme and a new winner is chosen. And is the model room the winner of the theme and how does it pick the winner? Because one of my friends told me they won, but i didnt see their room there.

try to go by the theme as much a you can because HRA DOES IN FACT DEDUCT POINTS FOR NOT GOING WITH THE THEME

I'm not asking about how you get more points. I'm asking how the HRA building works. How often do they pick a new winner, and does that winner create the theme for the next month? Also, does it pick the winner from your friends list or what?
