Blue Roses are the rarest type of hybrid in Animal Crossing: New Leaf. The way to get them can be pretty challenging. But I know the BEST way to get Blue Roses in your town via Breeding from scratch and not using Blue Roses received by Trading or by other.
By looking at tons of guides, websites, forums, and tons more sources I can conclude that the BEST way to get Blue Roses is this Combination of Steps. NOTE: Their could be other ways to get Blue Roses without the use of a Blue Rose but this is the combination that I and many others online have been the MOST SUCCESSFUL with.
Step 1: Get a 2 Purple Roses and 2 Orange Roses. (Orange = Red + Yellow and Purple = White + White)
Step 2: Place the two Purple Roses to bred and the the two Orange Roses to bred. This will increase the chances of you getting a Hybrid Red Rose by getting a Orange and Purple Rose with ONLY Orange Parents and Purple Parents. If you are confused than I hope that this key/model might help:
Model: [Offspring's Parents]Offspring
[Orange and Orange]Orange
[Purple and Purple]Purple
This helps us because it reduces the possible outcomes that the two Hybrid Red Roses will make.
Breeding with [White and White]Purple and [Red and Yellow]Orange will resort in unwanted outcomes that will reduce our chances of getting a Blue Rose.
NOTE: Other Guides like Thorky have stated that you can get Hybrid Red Roses from Orange + Red or Purple + Red. You can try this but most people have had better luck with Orange + Purple. In addition you could forget which red rose was the one you bred the Purple or Orange Rose with in order to get the Hybrid Red Rose. Using [Orange and Orange]Orange and [Purple and Purple]Purple eliminates many issues with possible outcomes as the possible outcomes for this combination are:
[Orange and Orange]Orange + [Purple and Purple]Purple (Possible Outcomes): Orange Rose, Purple Rose, Hybrid Red Rose.
The Possible outcomes for doing [White and White]Purple and [Red and Yellow]Orange are: Red Roses (normal), Hybrid Red Roses, Pink Roses, White Roses, Yellow Roses, Orange Roses, and Purple Roses.
Notice how just breeding [White and White]Purple and [Red and Yellow]Orange can also create NORMAL RED ROSES!! This is probably why so many people have issues with getting Blue Roses for the first time as doing this combination will only make it harder for you to get a Hybrid Red Rose because you can not in anyway determine the difference between a Normal Red Rose and a Hybrid Red Rose.
Step 3: Breed the Orange and Purple Offspring of the two Orange Roses and the two Purple Roses once you receive them to set in place the step for getting the Hybrid Red Roses. Remember: You need two of them
TIP: It may be a good idea to take a picture of the two Orange Roses and two Purple Roses (the parents before they breed) so that you can determine which one is the offspring if you are not sure, to be 100% positive, or you forget. If you do not know how to take an in-game picture in Animal Crossing: New Leaf just press and hold the "L and R Buttons together" until you hear a camera shutter sound. You can view your photos in your Nintendo 3DS Camera App.
Step 4: Once you receive two Hybrid Red Roses, put them in a dedicated location for proper breeding.
Examples:
1. Inside a fence (a fence is a PWP), which is BEST AND SAFEST ONE!
2. Find a spot in town where you have NEVER SEEN ANY OF YOUR VILLAGERS GO TO. A bit Risky...
3. On the Beach in a location far away from the ramps that lead down to the beach. REQUIRES FERTILIZER!!!! Risky but not as risky as #2.
A dedicated location is EXTREMELY ADVISED!!!! This is because Hybrid Red Roses cannot be determined different from Normal Red Roses in-game.
The Fence is the best and the most safe because breeding in a Fence increases the chances of a Hybrid spawning. Not only that but Villagers cannot randomly plant flowers inside the Fence or on the Edges of the Fence. Also Villagers moving into your town cannot place their houses on top of fences.
IMPORTANT!!!!
Possible Outcomes for [Orange and Purple]Hybrid Red Rose + [Orange and Purple]Hybrid Red Rose:
Purple Rose
Orange Rose
Normal Red Rose
Black Rose
Pink Rose
Blue Rose.
If you get either a Purple Rose or and Orange Rose as a Possible Combination but not a Blue Rose than you HAVE EITHER ONE OR TWO HYBRID RED ROSES. THIS IS THE ONLY WAY OTHER THAN RECEIVING A BLUE ROSE TO TELL IF THE RED ROSES YOU ARE BREEDING ARE IN FACT HYBRID RED ROSES. It could take a while to get an Orange or Purple Offspring from the two Hybrid Red Roses but once you get it you know for that you must have Hybrid Red Roses. However if you get either a Pink or Black than you could have done something wrong as you can also receive Pink or Black from Normal Red Roses. Keep trying until you get either Orange or Purple. IF you do not ever get Orange or Purple after quite some time if may be safe to say that you did something wrong. If you receive a Red Rose the next day, it is a NORMAL RED ROSES, so eliminate it immediately. Again you can take pictures of your two Hybrid Red Roses Before time to be 100% sure that you eliminate the correct Red Rose, which is the NORMAL RED ROSE (the one that wasn't there before). You could also have only ONE HYBRID RED ROSE within your breeding area. According to certain guides online, this should still provide you a blue rose but I wouldn't take my chances as a lot of guides on how to make blue roses HAVE BEEN PROVEN TO NOT BE TRUE!!!!
Step 5: Wait for the Blue Rose to appear.
If your two Hybrid Red Roses produce either a Orange or Purple Rose sometime in the Breeding process of trying get a blue rose than you know that you can know for sure that you have obtained two Hybrid Red Roses and you now have a possibility of getting a blue rose by continuing to breeding those two roses that are indeed Hybrid Red Roses. Make sure to remove or move the offspring that are not BLUE ROSES!!! Be patient and don't give up, as their is only a 5% chance of a Blue Rose spawning with the current combination. Using Fertilizing adjacent to the two roses (with the golden shovel also helps), planting them in a Fence, planting a Jacob's Ladder Adjacent to the two roses, having the Beautiful Town Ordinance in act, and using either the silver and/or golden watering can will all increase your chances of a HYBRID APPEARING THE NEXT DAY and they all help a ton. HOWEVER ALL THESE THINGS WILL NOT INCREASE THE SET 5% CHANCE OF A BLUE ROSE SPAWNING WITH THE HYBRID RED ROSE + HYBRID RED ROSE COMBINATION!!!! Just be patient. Once you get a Blue Rose, you can get another much easier by breeding the Blue Rose you just got with a normal Red Rose. It may take a long time but once you have two Blue Roses you can breed them like wildfire. Make sure you do not water too many of your Flowers because only 3 to 5 hybrids can appear daily. This is why the Beautiful Town Ordinance is very useful when trying to get Blue Roses.
