How to get a villager move in from campsite when he says no at first?

Oh my goodness: RUDY is in my campsite! A dreamy!

I currently have 8 villagers in my town, but there is a house plot already for Willow. I've been resetting today to get her in a nice spot, so I saved with a new character when I got her in a nice spot and that was when Rudy was, ofcourse, in my campsite.

I erased the new character and started playing with my mayor, still Willow plotted in a nice spot and Rudy in my campsite. Now I went to Rudy to convince him to move in, but he said no.

So what should I do now? Turn my game off and on again and try to convince Rudy again? Or is there any other way to get a villager to move in when he says no while being in your campsite?

I've been playing this game since the release but I've never had a villager move in from my campsite, so I'm a newbie when it comes to this.

There's no need to even turn off your game, just keep on talking to Rudy until he agrees to move in. You seem to be okay with Willow moving in anyway c:
