How soon can you invite new villagers in?

Hiii I just tried cycling villagers for the first time and finally got Eugene to move out! I'm really excited to go island hopping to try and find my favorites but I wanted to know how soon these island villagers will start appearing? Do I have to wait a few days or can I invite someone as soon as he announces he's moving out? I don't want to waste NMT going out too soon!

I think you have to wait till his house is gone and it's just a plot.

once eugene has moved out and his plot is open, that’s when you’ll be able to find villagers during island tours again
