I've reset pretty frequently. Usually when I consider my town "done" and can't think of anything else I want to do in it. I don't really want to buy multiple copies of the game and maintain multiple towns I've finished working on, so I reset. I wish they would add an option to have multiple towns on one file, because I think that would give me a reason to keep a town as my main town and then have another file to mess around with an experiment.
It's a game and people can play however they like. For me I used to TT a lot, get all the items, villagers, PWPs I wanted but after a few months of obsessively playing I get my town to a point where I'm not making progress anymore other than earning badges or completing the museum, and that's really just not that fun to me.
I'd much rather make something new and visit my previous projects in dreams than stick with a town that I feel I'm just maintaining. To me it's more of a chore then and less of an experience.
Wait, what? Resetting isn't an activity, it's deleting your game to create a new town. If you reset 'frequently', you aren't seriously playing the game.
