How many pwps does one need to have a perfect town?

I have 13 of them with another custom design sign being built tomorrow, and it still tells me that my town is underdeveloped. I don't have a trash can. Are there any other projects that bring down your score?
 
What PWPs do you have? It might be you have more of the abundant living type of PWP and therefore need to build more of the abundant nature type.
 
I have a lighthouse, a few street lamps, a yellow bench, a fountain. one cobblestone bridge and two suspension bridges, a faceboard, and several custom design signs.

One thing, though, is that the "underdeveloped" title doesn't necessarily mean you don't have enough PWPs, as people popularly believe. Some things to consider: how many villagers are currently living in your town? Do you have a few of the "main" PWPs (Club LOL, Dream Suite, Cafe, etc.)? Do you have enough trees and flowers?

If you don't want any abundant nature PWPs (or your villagers haven't yet suggested any), you could make up for it by planting more trees and flowers. I didn't have even 10 PWPs when I got perfect town, but almost all of my chosen public works were of the "abundant living" type, and I had planted a TON of trees and flowers. Villagers love foliage!

Jumping on the topic but I thought all Main Street PWPs didn't count towards perfect town status.
 
I have hundreds of flowers and a whole ton of trees, and less that ten items on the ground. Perhaps I don't have enough nature pwps. Maybe I will try building one of the ones on the list.
 
Out of curiosity, I TT'd (without saving) to max out PWP. Then I planted flowers everywhere with a good distribution of trees that I previously had (somewhere in the 110-200 range). Still town was not perfect. I now conclude that Isabelle hates me and I'll never get perfect town :(
