I have two villagers from cards, and neither have pinged me to move yet, but neither have been in the town for very long either. I hear they move out the same as any other villager though
I can't confirm yet, since none of my scanned villagers have asked to move out and, honestly, they haven't really been in the town long enough yet to ask (they moved in a week ago or less). But I've definitely heard others say that they won't move out and you have to replace them with another scanned amiibo villager.
Its pretty hard, I've been time traveling constantly to try getting Sandy or Norma to move out and they haven't said anything yet. But maybe it'll help if you raise your relationship with them? That might raise your chances of it happening
I haven't moved anyone in via card yet but i have heard that it is definitely harder to get the card villagers to move out compared to normal ones.
Which is both a blessing and a curse. However you can simply make another villager move in via card and kick the villager out you don't want. However, they will use the same house spot I am pretty sure.
this is probably no help at all but if you get another amiibo card you can kick out anyone of your choice.

Amiibo card villagers can still ping to move, though reports do seem to indicate that they are less likely to ping that non-amiibo villagers.
If you scan someone in with an amiibo card, they may prefer the house plot of the villager they kicked out, but they also might just show up somewhere random. No guarantees.
