How does the void work?

If I had a villager move out that nobody adopted and then go visit a friend, will that villager always be in their queue waiting for an open plot?

For example,

If Marina moves out and is completely gone (no longer in boxes) and then I find out someone wanted her... could I visit that person and be fairly confident that Marina would move in next time they have an open plot? This is assuming that they are the very first person I play with after Marina leaves.

Assume the recipient does not play with anyone else online for 2-4 weeks and does not invite any villagers via amiibo or island hopping. What are the chances of them getting my voided villager? And will it always be the most recent move out that they will get? Or could they potentially get someone who moved out before Marina?

Sorry, I really have no idea how this whole thing works.

i think its like if the person vists and they have an empty plot, marina might go to them

There does exist a void queue. It holds at least 4 villagers. I'm not sure how many in total, but it does not appear to clear on its own.
