How does inviting villagers from other campsites work?

Hiya! So I've been playing ACNH and I have a villager in my campsite that a friend of mine would have loved to have, but she cannot get him to move to her island or talk at all :<

Is there anything we're missing? I remember it being fairly easy in ACNL.

I don't recall you being able to recruit from ANOTHER person's campsite... I think you always had to do it from your own.

is it your first villager at your campsite?
i think it's kinda obligatory to invite him to your town lol

yep. you can't invite from another island's campsite...
