How do you receive villagers from other towns?

This is probably a dumb question but I just wanted to be sure.

So I know that when you trade villagers with someone, you have someone visit your town while your villager is packed to move out, and when they talk to them, they can ask them to move into your town.

I just have a question, what if your town currently has 10 villagers living there, and no one is currently moving out? Will the villager you ask to move in become next in line to move into your town once somebody does leave, or do you have to have an empty space in your town in the first place in order to accept a new villager from another town?

You cannot ask a villager to move in when you have 10 villagers.
 
A bit more details, hopefully it would be helpful...

- When you have a full town, you won't be able to ask anyone else to move in (from other towns or your campsite).
The 'asking them to move into your town' dialog option simply won't come up.

- You have to have an actual empty slot in your town in order for a new villager to move in.
(that is when their house is gone, leaving behind an empty plot, not when they are in boxes.)

- Also, just in case you are not aware of this: when you have an open slot, try to switch into 'lockdown mode' if you are planning to invite a specific villager to move in. Meaning please refrain from trading with others, or go to anyone's town, or let anyone visit you - a random un-welcomed move-in could happen and ruin your plans, and it'll take a lot of time and effort to try to move them out.

You can also receive surprise villagers from streetpass as well if you have room n___n
 
Yea, the surprise visits from the villagers really sucks. Im hoping to get Lionel or Tabby on the 5th so I can fill up my free space before its gone. I can also move in Tangy from my 2nd town but I dont want to mess up anything in my TT town~
