How do you know when the pokeball plus needs charging and how do you know when it?s finished charging?

I don't have the controller myself but I'm assuming that you can see the battery level on the controller menu like the other Joy-Con.

Have you synchronized your Pok?Ball Plus through the controllers menu? If that doesn't work then try calling Nintendo. It's really hard for me to understand what the problem is with this information only. ''It doesn't work'' is not really specific.

If nothing works then it just seems to me your unit might be defective so contacting customer service may be a good idea in that case.
