There'll be a rotation in the Nook Miles, and every day you'll get a new kind of fencing to learn. Yesterday I got the simple wooden fence, so just be patient unless you're someone who time travels - I did durning New Leaf but I refuse to in New Horizons, and it'll show up eventually.
I'm hoping as the months go along, new stuff besides fencing shows up in the Nook Miles.
