How do you get a villager in boxes when you first start your cycling town?

I've been trying everything but, no one will move. I have time traveled day by day, three days, by three days, month's etc. Nothing has worked. I also try talking to a specific villager countless times but, she hasn't told me anything about a villager moving. I've also talked to other villagers and also passed by them to see if they ping but, they don't. I hope someone can help me with this problem.

How many villagers do you have?? You need to have at least 9 for one to want to move out.
 
I'm not certain if all of these are required but when I start a new cycling town,I make sure I have everything on this list and I've never had a problem getting the first villager to move:
-100% villager approval rating
-Development Permit
-10k bell down payment on the house
-Gone through all of the tutorial dialogue with the villagers
-Have at least 9 villagers

If you've done all of this then there shouldn't be a problem getting someone to move.

After you meet those requirements, what do you do to get them to move? Like for example, how many days do you time travel after you meet the requirement to make a villager move?

I usually TT one day forward/one day back until I get the first ping.There's no set number of days as to when you'll get a mover.After you get your first mover you can use whatever cycling method you like.

I talk with the villager I hate the most once and then ignore them. I time travel forward 1 day and speak with at least 2 villagers to hear any rumors of anyone moving. If they don't mention a villager moving and I've talked the poop out of them I time travel again. If the villager you want to leave pings you avoid them like sin!! One time I got pinged by the villager I wanted to move out and instead of leaving she wanted to be friends with me and stayed..

In short,
1: Talk with the villager once and then ignore them
2: Talk with at least two villagers to hear any rumors of villagers moving
3: Time travel 1 day forward until you hear these rumors

Note: Do not talk interact with the villager you want to move out even if they're trying to ping you. There's a chance they'll wind up staying.

That is how I have gotten my villagers to move out!

Thanks for the tips. I'll try them and see if they work. Supercataleena, I don't know if you alreadt know this but, when you get a ping and they tell you they want to stay instead of move, the only thing you have to do is quit without saving. Then when you restart, they will let you know again if they want to move and you can try again until they say they want to move.
 
A cycle town where you don't care who moves out? There's some cycling guides on the forum! If you want, I can show you one that's good for easy and fast cycling!

May 14 2014 - Pashmina in boxes, Chrissy new
Set game to May 9 2013, save and quit.
Set game to May 9 2014, save and quit.
Set game to May 14 2014, Jitters is in boxes, Bree new (all other villagers the same)
Set game to May 9 2013, save and quit.
Set game to May 9 2014, save and quit.
Set game to May 14, 2014, Bones is in boxes, Katt is new (no other changes to villagers).

these arent my methods, i just use them
