How do you get a gold shovel?

You have to get two shovels, bury one, and then wait until 6 am. Simple as that.

You have to buy 50 saplings from Nook's/Gardening department (in total, no other strings attached if I remember correctly), and Leif will give you one automatically.
As for the Reset Center, I'll check Thonky. Give me a minute.
Edit: Found this on another site: "The Reset Surveillance Center may, on occasion, open on the evening after a day of clear weather if the town gates are initially closed. The weather must either have been raining or snowing in town the day before, or prior to 6:00 AM of the following day."
