amiibo Festival How do you add PWPs and Villager houses in the main board game?

Not sure how to do this, so hopefully someone can help me figure it out

It's the icon on the bottom right of the board game menu. I'll take a pic when I get home if you can't find it. It costs happy tickets to add pwp and you use amiibo cards to change the villagers
