How do people plot reset?

I know what plot resetting is, just not how to do it. Can anyone help me out? Villagers really do pick the worst spots sometimes.

Its best to put pwps in spots you dont want them to spawn before you start inviting villagers to movein. Having pwps will limit the areas their houses will plot.
