Unless she was your last move-in, like Naomi said, you'll have to time travel her out to get rid of her. You could also lose other villagers while time traveling if not careful. If she was the last villager to move in, someone else will have to move in after her, and then she may leave whenever the game decides to toss her out.

I've heard that just plain not speaking to them or sending them letters will get them to move? I'm not sure though!

Maybe you can get her later from someone else, it's not a high tier villager.
I recently had an Agent S that I gave away for free, for example.

Well mine isn't named after the Pokemon one tho; Kanto is a real region of Japan.
But Pokemon Kanto was inspired in real Kanto so I think it's the same thing in the end haha.
Btw, Hoenn is based in Kyūshū region.

If she's your 10th move in, and you've tried absolutely everything to try to get her to move including the friendship method, I'd suggest time-traveling. Or the diving trick, the diving trick should force her to ping if you dive into the water using your diving suit, and stay in there for a duration of 5 minutes. Although somebody won't always ping on that day for a move, so i'd skip to the next day. However if you don't want to lose any of your other villagers I guess you'll just have to wait until the villager chooses to move out themselves. I'm sure they'll move out eventually if you listen to villager rumours long enough.

Also, the Agent S at your campsite can't be moved in still. Must be another one, probably from another player. Keep looking into the forums and good luck!
