How do I get Amiibo characters in my town?

I keep seeing people that have characters like Epona and the Sanrio characters in their town! I have the Amiibo for Epona and would love her in my town, but i don't know how to get her! Is it even possible?

If you have the Sheik Amiibo, then getting Epona is easy. Assuming you have found WISP's lamp, then just tap the Amiibo on your bottom screen if you have a New 3DS or an NFC reader if you still have an older model. Epona will then be in your RV campground and you can invite her to move into your town.

The Sanrio villagers require the Sanrio Amiibo cards, which seem to be next to impossible to actually GET. I'm determined to at least get the Toby card because I need him in my town.
