How do I find out the day my villager is moving out?

Hugh is moving out, but he didn't give me a date when I told him he should go. He must be moving out because he started crying and said something along the lines of, "it was nice knowing you,".

Well.. he should have mentioned it when he came up to talk to you. But he might mention it again in a few days if you talk to him ex: "So, I'm leaving in 4 days. I really don't wanna go!"

He should've said right as he walked up to you.

They don't tell you the move date or how many days are left if they're leaving the next day, I think.

I think so, yes. If you don't talk to them I think you'll just happen to see them all packed up when you go to their house a few days later. Not completely sure, though.
