How did I get a 10th villager?

I'm angry at the moment and I really just need help here. I had exactly 9 villagers. I know the tenth comes from you persuading them to move into your town from another or from the campsite. But now Jacques is moving in??? I never talked to him while he was in my friends town when he was moving. Why the hell is he here?!

Yes sadly. Villagers from the void, villagers you invite in and then villagers from the campsite that you invite can take up your 10th spot

...sorry to hear that happened to you.

The 10th villager can (and will) move to your town, uninvited, via streetpass, wifi trading/visiting others, or having visitors in your town.
In your case, talk to Jacques and he will mention where he is from. That way you'll know if it's the same Jacques from your friend's town, or some others from wifi or streetpassing with random players.

When there's an open spot in your town, it'd be best to switch to 'lockdown mode':
no one comes in, no one gets out, streetpass etc all off, until you can invite your preferred villager in and secured their house plot.

(I've heard that it's v difficult to evict the 10th villager, and sometimes it require you to kick someone else out *before* Jacques will be 'eligible' for moving.)

I actually got Alli one time out of nowhere. I forgot where she was from and all I know is that I might have streetpassed someone who had her in their void.

I believe if you visited someone's town and they had a villager in boxes he might move to your town if you had space

You can get a 10th villager you didn't invite by picking them up from someone else's void through StreetPass or wifi.

If this sort of thing is a problem (if you were saving that spot, for example) it's a good idea to limit your wifi interactions and switch off SP until you've invited your 10th villager. If you think that there's a chance you've picked up a villager from someone else, start as a new character to check for a plot and save if there isn't one before starting as your mayor; that will buy you time to invite someone else.
