How come villagers never visit the beach?

Villagers may stroll around the beach when the player is busy somewhere.
That's why they may also inform about Gulliver being unconscious at the beach.

I saw Caroline fishing in the beach which lies next to her home.

My villagers go to the beach often. Especially Rosie and Tammy because they live near the path down to it. They're always adding random flowers and messing up my hybrid gardens there. xD

In both my towns, I have one or two villagers that live near the beach, but I only see them down there occasionally, at least in my first town. Sometimes, if I've been playing in town for a while, I may see one of them down by the water. In my second, I've never seem any villagers on my beaches.

I got Lolly by the ramp down to the beach, so I see her down there, half the time. I usually find her at the very end of the beach.

Also, Gulliver keeps spawning down there (the unreachable beach)... EVERY. SINGLE. TIME. so I never get the chance to talk to him.

Well, today I finally managed to get Gulliver to spawn on the accessible beach and I talked to him! About time. He asked me where he was headed to and he mentioned the Eiffel Tower and Arc de Triomphe so I replied with 'France' and of course that was correct.
