How come villagers never visit the beach?

They do sometimes, it just appears to be rare for them to adventure on down there. Tbh I've only every had one villager ever go down there, Bangle.
Sometimes I have villagers on my south beach, and it's kind of a pain if I'm looking for them. I look everywhere else first before I remember that the beach exists, then I check there and they're hiding behind the palm trees. But yeah, the longer stretch of my beach always goes unused. I'm kind of glad though, it's a good place to breed hybrids without villagers planting crap in between them.

Actually it is probably because they just seem to just walk around and with them doing that it would be rare for them to walk down the one or two narrow path(s) down to the beach.
If they live near the beach they probably go down there more often than you think. Opal lives right by the ramp, so does Tangy and Beau, and I see them down there all the time.

My villagers are all huddled in an area that's a bridge and quite a distance from the beach, so I rarely see them there. I've been playing in this town on and off for a year and a half, and the only villagers I've seen at the beach were Diana and Chief (both only once).

I actually have a few villagers that are pretty constantly on the beach c:
Hans used to always be down there, then Mitzi, now Daisy, haha <3
I think it might depend on house placement and time of day~

I think villagers that live close to the ramps visit the beach much more often.Deli lives right by the ramp and he's on the beach more often than not,whereas Apollo never visited the beach and his house(as seen above)was just a few steps away from the ramp.I have a lot of villagers that never visit the beach.

Ahh~ That screen shot is too cute! You're probably right~ It might also be a RNG thing though, Mitzi goes to the beach a lot and she's really far away from my ramps

And I never caught Fang or Beau down at the beach since they live far north.

It depends on how far the villager is from the beach. If the villager is closer, there's a chance that they might appear down there (I have Paula and Phil living right next to the beach in my town and majority of the time I see them is on the beach). Also an annoying bug I have is that Tangy lives right next to a cliff that has a beach below that you can't get to without a wet-suit (there's no ramp and there's a gap between this one and the one that has 2 ramps). Since Tangy lives near the beach, she sometimes spawns down there and I can't get to her as I don't have a wet-suit so I have to save and quit then reload my game and hope that she spawns next to her house. Also, Gulliver keeps spawning down there... EVERY. SINGLE. TIME. so I never get the chance to talk to him. I hope this bug gets fixed soon. So annoying. Also I found an image of New Leaf's beta with Bob on the beach (I upscaled the image since it was very small):
