I have been hoarding every piece of trash I’ve fished up in case any of the DIYs made from them (like the succulent plant or tire toy) are ever the hot item, but I haven’t seen it happen yet. Is it possible should I just clear these out of my storage?

I haven't seen the Succulent Plant, but I'm 99% sure that I've seen either the Tire Toy or the Tire Stack be a Hot Item because I remember checking my storage to see if I had any extra Old Tires that I could make use of and realizing that I didn't.
But I mean, it's trash. You won't be getting that much out of them at Nook's Cranny even as a Hot Item. You might have better luck trying to find someone who needs the mats to make things like the Trash Bags or the Lunar Rover and sell it to them, and if you can't find someone, then you can at least craft up a bunch of items to work on that Nook Miles Achievement and sell them for pennies.

I'm pretty sure I've had the Tire Toy as a hot item previously.
I have used as many as decorations as I want. I have a hard time not min-maxing so if I can get more money from selling by first crafting them and the selling them as hot items, then I feel a need to do it. Plus I hoard resources in general.

Thanks, I didn’t realize the trash items were used for the lunar rover since I don’t have that DIY yet.
I had the tire toy as a hot item once. But that was back during the first few weeks of the game. The Hot Item chooses randomly on the DIYs you have collected, so the more DIYs you have, the smaller chance that a certain item will be chosen.
personally, I'd just say to hold mats you may use for general purposes like iron and such, so that way it can be useful even if not to make stuff for hot item selling
