Merengue decided to camp, but she keeps saying she wants to stay at her town! Can someone help me figure out how to get her? I only have 9 villagers too

Just keep going. Sometimes they're stubborn. They'll agree eventually or play a game to decide. It helps to play some games so make sure you have some flowers or random items you don't mind losing to them.

Keep talking to her and playing the 'games' she wants to play. Eventually she will agree to move to your town! Greta did the same thing to me and I got her to move.

She will agree to move in eventually, but it can take a long time. I've had a relatively easy time, but I wanted to strangle Winnie she was so stubborn! I didn't know you could keep trying and lost on Fauna when I first built the campsite.

Just keep trying, and save before you start, because if I remmeber correctly they won't ask again if you lose the game, but they might decide to move without playing a game, too. However, I'm not 100% sure they'll stop asking if you lose. Good luck!

You can lose the game and they still will move in. I lost several rock-paper-scissors to someone, but they agreed. If they consider moving in at all, you can get them with patience.
