HELP Villager won't prompt move to town? ((adoption not campsite)) -- GOT IT NOW

I'm cycling out my current residents before I restart my town...
And I have Zell in boxes right now and someone is trying to adopt him from me.
But he isn't giving her the prompt to have her ask him to move to her town....
I'm having her exit my town and come to see if that works. If it doesn't does anyone have any other ideas on how to get him to prompt her?
I have never had this happen before. =<

Her leaving and coming back didn't work...
Now I ended game and started back up to see if it'll work. =<

That didn't work either...
And she only have 7 villagers in her town so she has room. =/

Did she ever have Zell in her town before?

... I'm not sure.
I can ask.
I know she is trying to do an all deer town so I would think if she did she would have kept him... idk. =<
She is back in her town now, but I'll ask her on tumblr.

theres only 2 reasons why he wont move into her town.

1) she has 10 villagers already
2) she had zell before and hasnt finished the 16 villager cycle yet.

its most likely reason 2. im not sure how she has only 7 villagers though unless she just made a new town.

I asked and she has not had him in her town before.

so after the 5th exit and re-enter... and me ending game and starting again twice...
He finally prompt and he is moving to her town!

But that was nuts. o.o
I have never had that happen before.
