Help: Stone not spawning

I'm trying to create my stone garden but it seems the last stone is "stuck" somewhere. It just won't spawn where it's meant to be nor anywhere else. I've tested cleaning this small area where the stone could spawn and it did spawned there. After smashing it and placing the mannequin back where I've cleaned, it won't spawn again...

Here's an image so you guys know where it's supposed to be, am I missing something?

Remove the furniture and fences 3 blocks in front of it. Filling the river so there's 3 empty blocks.

Yes I agree! I had the same issue as you OP, and I cleared literally everything even remotely in front of it (fences/trees/furniture) and it spawned right where I wanted.
