I want help if I should keep Freya, or Get Willow
And who my last two villagers should be out of sprinkle/felicity/Carmen/merry and marina/lolly/merengue/Tia or a second of any of the peppy options

Get Willow, Freya's a disgrace in my opinion (if you want a snooty wolf, Whitney is a billion times better <3)

Considering your last villager looks to be either Normal or Peppy, and you only have one Peppy.. I'd say get Sprinkle, she's the best out of who you have there

For the Normal villager, I prefer Merengue.. Marina's still epic, but her house exterior has really put me off her in New Leaf, 'cos it doesn't suit her at all

That's a good idea
Tia was in my first acnl town, first character I really like and has almost the same look as grandma's tea set (not that that matters lol)
Merengue is food themed, which I love as she is adorable and my mom owns a bakery
Sprinkle wanted her so badly in first town, only villager I ever cycled 16 for but moved out again
Chrissy is just easy to have since she's in my town
Carmen something just screams mint chock chip and I like her teeth
Lolly is just so plain it's cute
Felicity and merry look alike to me so idk, I just think they are kinda cute
Marina had in every town before this except gc as I thought she was so cool
