Help me? Cannot summon Gracie.

I've put my town status for beautiful, have flowers and trees everywhere *Orchid only has fruit trees at the moment* and have all but two upgrades for my house completed.
The Prima Guide had said something about having a fantastic Town rating, but I'm not sure how to get that *building a light house now, and hoping to get Katrina to move into the village soon enough* but I don't know how to get my town rated for it being fantastic.
I'm just stuck and don't know what to do.

Flowers, trees, bushes and a clean town = literally meaning NO ITEMS ON THE GROUND AT ALL! Also, don't time travel.

To get Gracie you need t.i.y.

I think Gracie only appears after you've spent a certain amount of bells in T.I.Y

First of all, and let this be a lesson, the Prima Guide is a lie. Half of the information in it isn't true.

Secondly. Gracie can't be summoned since she doesn't answer to anyone due to her awesome status.

Make sure you have a T.I.Y. and she will start to appear. It's not proven but a lot of Feng Shui luck might increase your chances of her appearing.

While you wait, you can always come and shop in my Gracie store. The spring collection is just around the corner and right now there is an end of season sale, which seems to be proving popular with my villagers. They'd virtually cleaned her out today, the little trailblazers that they are.

Gracie appears once you have T.I.Y and have spent 70,000 bells at T.I.Y.
Your town rating makes no difference whatsoever.

Okay, Thanks for the advice everyone.
I did forget to mention that I do have T.I.Y, I've more then likely haven't hit the 70K bells yet due to being picky about my furniture (looking for a couple of specific sets for two of my rooms at the same time) so I'll just start clearing out their stock until she does show up.

Also, I've stopped Time Traveling on January 23rd.

A quick way to get her is to buy white katanas. I've had two on sale on two different days and I immediately snatched them up. I don't even want them, but it's an easy way to get her to appear because each one sells for something like 30k.
