Haven't seen villagers on Nook islands?

I haven't seen villagers on Nook islands since I invited my 5th villager. While I'm able to invite an amiibo to move in, I've yet to find any more villagers there.

Now, I suspect it's because there are no open plots that I've set down. I just want to make sure, because I don't want the risk of a random villager moving in before I'm prepared lol. But is this right?

you’ll need to have the campsite built and the first villager that shows up there has to be invited. once that’s done, you’ll then be able to place down plots and villagers will begin to show up again

Yes you need to have a plot ready! Just make sure you have plenty of nook tickets on hand when you put your plot down, because a random villager will move in the next day if you don't find somebody on the islands to invite. I made that mistake already lol ;v;
