I don't know about Harriet, but my IRL best friend says that there's no way Harvey is ever making a return in any Animal Crossing game since his role was literally just managing the update area in Welcome amiibo! for New Leaf.

Well that sucks.

Besides Phineas, Harvey is one of the best NPC's there is.

It just happens that Harriet and Harvey are my favorite Animal Crossing NPCs lol

If they don't make a comeback in New Horizons I won't be mad, though I might be a bit upset if they don't appear in any way.

I would like to think Harriet's place would be the designated place for the look changes. (In example: you start out with a fully cutomizable character, then you unlock Harriet eventually for all the options again.) Harvey could still be around but just in a different format such as Harriet since the feature changed. We know Amiibo will be involved so I do not doubt there will be some feature or character associated with it. The vibe I get from this game is that we are building it up for basically a camp or nothing. If it is possible to be built over time, then I could see it as their stores may exist.

Harvey was the only ACNL NPC without an amiibo card. Thus, you couldn't get Harvey's Pic in the game either. So, I'm going to be really sad if Harvey's not in NH. I want Harvey's Pic, durnit!

I wish we could invite an NPC to live on the island.
How cool would that be!

Harvey could be a resident with his RV next to his cabin.

Harriet will probably be somewhere in the game. As for Harvey, it depends if you can built a campsite or not ont he island. Otherwise, there's little reason for him to be there.
