Yes! Steaming means they've been watered and will now grow. 
They are supposed to be watered after burying. I seriously hope you're not waiting for them to literally grow. You dig them up manually the next day.It's raining here and my collection of buried gyroid fragments are steaming.

Yes, I meant grow into a full gyroid, not sprout like a plant.
