gulliver (regular) is here, and no parts are spawning?

I haven't had Gulliver in a while, but he showed up on my island today (just regular Gulliver, not the pirate) and I've been running up and down the beach for about an hour and a half and haven't seen a single communicator part/manila clam spot. Has anyone else run into this issue? I've tried quitting and reopening, but it still seems like nothing is spawning.

EDIT: I just talked to him, and he's giving me dialogue like he thinks I've already given him all of the parts? So I don't really know what happened.

That's weird. I completed the Gulliver items and based from experience, I usually see those spots near where Gulliver is or mostly on the south side beach.

he's giving dialogue that I would normally get after giving him all 5 parts, the last time I talked to him he said "I sent a quick-heads up to my shipmates" and then pulled out his communicator and said that his shipmates left him on read.

So I guess that means he thinks I've completed his task and he'll send me an item?

Yes, you already completed the task. If you remember him saying something like "You're the best... " "Be sure to check on the mail... ". That's it. You're done and just wait for the next day to receive the item
