You all say they aren't allowed, but really, who/what is preventing them? Anyone can make one anytime they want, and if a person is leaving TBT, they probably don't care if they are going to break the rules or not, so they go ahead and post a goodbye thread. Is a rule against them really needed?

They are against the rules because the posters only wish to seek attention and are usually back within a month at most. They are just pointless threads.

If you really wish to leave, PMing friends is the way to go and not go making a thread about it.
 
Good point. I suppose it would discourage some people from doing it. The people who are doing it for the attention/drama obviously would just ignore, though, anyway.. /shrug

But if they're leaving for good, they wouldn't care about breaking the rules.

Yes, quite. We've also had spells where some would make goodbye threads, because they were going for a week. And would be back.
More likely with those that make the threads anyway will be too.

I've to this date not seen anyone who's made a "Goodbye thread" stay away for good.
Therefore, attention seeking goodbye threads are not allowed.
