Gifting villagers

So sometimes I have a gift wrapped and ready to give one of my villagers, but when I talk to them the dialog won't give me the option. Is there a logic to this that I don't know of?

you can only gift a villager if you’ve talked to them enough i’m pretty sure? or if you haven’t talked to them for a long time your friendship levels will drop and you can no longer gift them until the friendship level is back up

It also depends if they're doing an activity while you're talking to them. For example, if they're fishing or reading, you have the option to speak to them, but you cannot gift them anything until they've stopped what they're doing. At least from my experience, this was one of the factors.

If they are sitting, or interacting with something (like looking at something in nooks cranny) you wont get the prompt to, or if you do not have a tier 2 friendship with them

But Diana is my "best friend", I talk to her everyday, and now she's just doing nothing in her house and I can't gift her

Is it possible someone got on your character an gifted her already?
