Getting the villagers you want

I saw a post on tumblr a few days ago about a way to get the villager you wanted. It went something like having to make a new character in your town, then saving until the villager that is moving in is one you want. Anyways, I can't find that post on tumblr anymore, but I remember someone saying that the person who made it is on this forum. So if anyone can help me out that'd be great

I have Lionel moving in but I want O'Hare ^^.

I had O'Hare moving into my town today; unfortunately, I have already restarted that town.^^;
