I've seen the method by using the jellyfish and swim around a lot, but this makes things a bit easier for me.

What I usually do is walk down to the dock and stand there for a bit (like a couple minutes or so, I usually just watch some 12-15 min youtube video). Then I walk around and see if any villagers want something from me, I usually get 1-2 PWPs a day by doing this.

Note: try not having any clothing/fish/bugs/furniture in your inventory. Tools are okay. If you have anything that's not tools, the neighbors would want to buy those items from you instead of giving you a PWP.
 
I'm usually doing my morning watering routine when they ask me, although there have been other times. When I'm watering, I usually only have my tools and the odd fossil that I've dug up.
 
Pretty much the key is to continue getting villagers to walk up to you throughout the day on the off chance they will suggest a project. I use a similar method to yours.
 
My son told me to quit carrying anything . . . just hide stuff in your letters if you have to. That seems to work. Most I've gotten is two in one day . . . before and after going to the island. Some of the projects are pretty odd . . . like the illuminated heart and clock. Some are really cool, like the lighthouse, bell, and the fairytale bridge.

I've also noticed that when they do their "bing" they'll sort of stand there and bob around if I don't answer.
