Hey so, one thing I experienced earlier is that someone who was visiting my island had voided a villager previously, I had an empty spot of land when they visited, and the next day, that villager (even though I hadn't invited them) moved in, saying they were from that town. So I'm curious about the "rules" of this, because I recently interacted with someone who just voided Merengue, a villager I really want. But I also talked with other people today, so I wanna know what the rules are.

I don't know too much about voided villagers but as you've experienced already, voided villagers can move onto other islands. When villagers move out, they stay in your void for a certain amount of time (I think it's around 4 days?) and I believe any island you visit or someone who goes to visit you within this period has a chance of getting the villager from the void if you have a free plot

If you have a villager that moved out, to clear the void and prevent others from getting them, you must wait 4 in-game days.

Now, if you are the person with an open plot, it's best to avoid visiting other people/letting others visit you. Only visit others when you are adopting a villager on that same day.

Your second paragraph I don't believe is correct. For voided villagers moving INTO your town, they appear to queue up. If you have a queued move-in villager you cannot invite the Amiibo of said villager to your campsite. It appears to hold at least 4. I think they go into your move-in queue regardless of whether you have an open plot or not.

The move-in queue void also does not appear to clear, ever.

Ah, okay. I was just basing it off what I've read somewhere. Thanks for the correction.
