Game not letting someone adopt?

This just happened to me: I had Stitches in boxes and someone who never had him before came over to buy him, but Stitches wouldn't ask to move to their town. Is this a bug or something that commonly happens?

Do they have 10 villagers in their town? Or maybe they have a plot set up in their town for someone to move in and they don't know it.

Or maybe someone else came and adopted the villager before they came along, and you just forgot.

If that was the case, Stitches would have a moved out sign on his door.

So, the person could either have had Stitches before and didn't do the 16 villager cycle, or have 9 villagers + 1 plotted ready to move in, or they're at their max of 10 villagers

I'm not sure if they have ten villagers or a tenth plot, but someone else came over later and adopted Stitches with no problems so I guess it wasn't an error on my end.

I would have them TT a week ahead, and then try again. I had that problem when adopting Ankha and it worked, even though nobody had been moving in or out of my town.

edit- have the person adopting tt a week forward, obviously not the person with the moving villager, sorry for confusion if there was any ;P

Issues why someone couldnt Adopt
1) They have 10 villagers
2) they have 9 villagers plot one is moving in
3) they have someone in boxes
4) they recently had this villager in their town.
