I think it's because there are some really rare fish exclusive to the pier available at this time of year, so being able to spawn them in makes it easier to find them. Otherwise you're at the mercy of the normal spawns, and probably it's easy to not catch those fish at all during their whole season, since they're so uncommon.
My beach is currently covered with villager homes for future terraforming so it makes finding manilla clams quite difficult. Also crafting 1 at a time is so ughs.. I'd rather just buy it at the moment.
The golden trout is leaving after this month so that might also be why.

Personally, after I got the clam-digging miles achievement I stopped bothering with fish bait. Every rare fish I've ever gotten was a normal spawn, the bait never made a difference for me. Guess I just have stupidly good RNG? Maybe if I get desperate one day I'll try it more, but rn nah
