First we need 2 more people. When the second person joins, there'll be a week for breeding, EV training, getting whatever items you need, etc. So March 29th at the earliest, but if you and your first opponent are both ready before then, then you can go on ahead and battle.

Also, question (if anyone knows) :
If I transfer a pokemon from X/Y to ORAS to teach it a move from a Move Tutor at the Battle Resort, will I be able to trade it back to X/Y?

Well it's already beyond March 29th, but it's not a 1 day tournament. You'll get 2-3 days to do each match, so if you're gone that day, that's no problem.

If I don't get at least 1 new signup within the next 2 days, I'll just create the tournament, and the 15th and 16th people will just be filled with a dummy slot, so it'll basically be a pass to the next round.
