Although I kinda like reservations more because of my timezone, but I thought of another idea of cycling:

If a villager is moving, I'll ask you to write something about them(poems, story, etc) and the reason why you want them. The best story and/or the one with the strongest reason wins that villager.

Poor people who suck at that, though.

Yes, but maybe their strong reason to get that villager could offset their story. That's why I'm giving 2 things to write.

There's no perfect cycling method. I think the chatroom one is quite interesting, but it has its flaws too.

Is there really a "strong" reason to want any villager, though? Chances are if it's a villager that's highly sought after, it's because of their looks. That's about the only thing that distinguishes Bubbles the hippo from Rosie the cat. I guess there's the whole childhood memory thing, but that leaves a suspiciously high number of kids who had Whitney in the old Gamecube days.

Straight up, I want Lucky because he would remind me of Bones, who I lost by accident. That essay probably wouldn't win any awards though.

Pretty sure they could work on it. The 2 reason you listed is the most common reason but maybe someone will have another idea.

Also, I have Lucky but I can only trade him with my dreamies below...

This method would weed out the casual people because only the hardcore people who want that villager would bother with a story or something. But on the other hand, it penalizes the people who arent that creative or people who are not native English speakers or writers. They may deserve that villager just as much as someone who can write or someone who is fluent.

I don't really know who deserves the villager more. If I open a chat-based room with the one who's more active deserves more, I have timezone issues.

But chat based isn't allowed here. Well it is, but it has to stay on topic and no one can control that.
That's why it's harder.

Personally if I was going to run a cycle thread I wouldn't tell people who is in my cycle town. People will only find out once the villager is boxed up. ~ no reservations, no disappointment for people waiting for a particular villager. Purely first come, first serve. But this is why I don't have a cycle thread, I just search online peoples dreamies when someone's moving and message them, or if it's someone popular I make a thread just for that villager.

I only offer reservations for people or trades, or I'll offer to check if someone happens to be online when a villager wants to move they want, but if they're not they don't get them. ~ I cycle really quickly when I do, and usually with a purpose though.

I also usually just ask people on my BF list ~that I know have space~ what their dreamies are and then restart my cycle town and reset for one of their dreamies and gift it to them. Which oddly often works a lot quicker for me than trying to giveaway a random villager.
